The issue, however, does not seem to be one of whether measuring the outcomes and the impact of digital learning are necessary (as Peter Drucker contended with saying “if you can’t measure it, you can’t manage it”), but more (1) what should be measured, (2) how should it be measured, (3) what to report on and to whom, and, (4) how the information generated should be used to guide a proactive learning approach that guarantees the required people capacity at the right time given future, often uncertain organisational requirements in the context of Industry 4.0.
